CIA operations follow the same recurring script. First, American
business interests abroad are threatened by a popular or
democratically elected leader. The people support their leader
because he intends to conduct land reform, strengthen unions,
redistribute wealth, nationalize foreign-owned industry, and
regulate business to protect workers, consumers and the
environment.

So, on behalf of American business, and often with their help,
the CIA mobilizes the opposition. First it identifies right-wing
groups within the country (usually the military), and offers
them a deal: "We'll put you in power if you maintain a favorable
business climate for us." The Agency then hires, trains and
works with them to overthrow the existing government (usually a
democracy). It uses every trick in the book: propaganda, stuffed
ballot boxes, purchased elections, extortion, blackmail, sexual
intrigue, false stories about opponents in the local media,
infiltration and disruption of opposing political parties,
kidnapping, beating, torture, intimidation, economic sabotage,
death squads and even assassination.

While other American agencies are hunting down Nazi war
criminals for arrest, the U.S. intelligence community is
smuggling them into America, unpunished, for their use against
the Soviets

1947: Greece

right-wing forces fighting communist rebels. For the rest of the
Cold War, Washington and the CIA will back notorious Greek
leaders with deplorable human rights records

1965

Greece
With the CIA's backing, the king removes George Papandreous as
prime minister. Papandreous has failed to vigorously support U.S.
interests in Greece

1967: Greece

A CIA-backed military coup overthrows the government two days
before the elections. The favorite to win was George Papandreous,
the liberal candidate. During the next six years, the "reign of
the colonels" - backed by the CIA - will usher in the widespread
use of torture and murder against political opponents. When a
Greek ambassador objects to President Johnson about U.S. plans
for Cyprus, Johnson tells him: "Fuck your parliament and your
constitution....

HIS (Riconosciuto) FIRST TESTIMONY

On March 21, 1992, Riconosciuto stated in an affidavit to the Court and Congress – and before he was arrested – the following:

* During the 1980s he served as the Director of Research for a joint venture between the Wackenhut Corporation of Coral Gables, Florida, and the Cabazon Band of Indians of Indio, California. The joint venture was located on the Cabazon reservation.

* The Wackenhut-Cabazon joint venture sought to develop and/or manufacture certain materials that are used in military and national security operations, including night vision goggles, machine guns, fuel-air explosives, and biological and chemical warfare weapons.

* The Cabazon Band of Indians are a sovereign nation. The sovereign immunity that is accorded the Cabazons as a consequence of this fact made it feasible to pursue on the reservation the development and/or manufacture of materials whose development or manufacture would be subject to stringent controls off the reservation. As a minority group, the Cabazon Indians also provided the Wackenhut Corporation with an enhanced ability to obtain federal contracts through the 8A Set Aside Program, and in connection with Government-owned contractor-operated (GOCO) facilities.

* The Wackenhut-Cabazon joint venture was intended to support the needs of a number of foreign governments and forces, including forces and governments in Central America and the Middle East. The Contras in Nicaragua represented one of the most important priorities for the joint venture.

* The Wackenhut-Cabazon joint venture maintained close liaison with certain elements of the United States Government, including representatives of intelligence, military, and law enforcement agencies.

* Among the frequent visitors to the Wackenhut-Cabazon joint venture were Peter Videnieks of the U.S. Department of Justice in Washington, D.C., and a close associate of Videnieks by the name of Earl W. Brian. Brian is a private businessman who lives in Maryland and who has maintained close business ties with the U.S. intelligence community for many years.

* In connection with my work for Wackenhut, I engaged in some software development and modification work in 1983 and 1984 on the proprietary PROMIS computer software product. The copy of PROMIS on which I worked came from the U.S. Department of Justice. Earl W. Brian made it available to me through Wackenhut after acquiring it from Peter Videnieks, who was then a Department of Justice contracting official with responsibility for the PROMIS software. I performed the modifications to PROMIS in Indio, California, Silver Spring, Maryland, and Miami, Florida.

* The purpose of the PROMIS software modification that I made in 1983 and 1984 was to support a plan for the implementation of PROMIS in law enforcement and intelligence agencies worldwide. Earl W. Brian was spearheading the plan for this worldwide use of the PROMIS computer software.

* Some of the modifications that I made were specifically designed to facilitate the implementation of PROMIS within two agencies of the Government of Canada: the Royal Canadian Mounted Police (RCMP) and the Canadian Security and Intelligence Service (CSIS). Earl W. Brian would check with me from time to time to make certain that the work would be completed in time to satisfy the schedule for the RCMP and CSIS implementations of PROMIS.

* The propriety version of PROMIS, as modified by me, was, in fact implemented in both the RCMP and the CSIS in Canada. It was my understanding that Earl W. Brian had sold this version of PROMIS to the Government of Canada.

* In February 1991, I had a telephone conversation with Peter Videnieks, then still employed by the U.S. Department of Justice. Videnieks attempted during this telephone conversation to persuade me not to cooperate with an independent investigation of the government's piracy of INSLAW's proprietary PROMIS software being conducted by the Committee on the Judiciary of the U.S. House of Representatives.

* Videnieks stated that I would be rewarded for a decision not to cooperate with the House Judiciary Committee investigation. Videnieks forecasted an immediate and favorable resolution of a protracted child custody dispute being prosecuted against my wife by her former husband, if I were to decide not to cooperate with the House Judiciary Committee investigation.

* Videnieks also outlined specific punishments that I could expect to receive from the U.S. Department of Justice if I cooperated with the House Judiciary Committee's investigation.

* One punishment that Videnieks outlined was the future inclusion of me and my father in a criminal prosecution of certain business associates of mine in Orange County, California, in connection with the operation of a savings and loan institution in Orange County. By way of underscoring his power to influence such decisions at the U.S. Department of Justice, Videnieks informed me of the indictment of these business associates prior to the time when that indictment was unsealed and made public.

* Another punishment that Videnieks threatened against me if I cooperate with the House Judiciary Committee is prosecution by the U.S. Department of Justice for perjury. Videnieks warned me that credible witnesses would come forward to contradict any damaging claims that I made in testimony before the House Judiciary Committee, and that I would subsequently be prosecuted for perjury by the U.S Department of Justice for my testimony before the House Judiciary Committee.

Stanford is the tip of the iceberg on covert activities.

Although it stands accused of laundering money for narco-interests in countries like Panama, Colombia, and Mexico, the Stanford Financial Group of "Sir" R. Allen Stanford is being linked by investigators to the world of U.S. government covert and overt counter-narcotics programs in Latin America and the Caribbean.

WMR has learned from a knowledgeable source that FAA records point to a Stanford & Associates, Inc. address at 1329 Alum Springs Road #101 in Fredericksburg, Virginia. The address is listed for Stanford's Learjet (N60CE), which was exported to Germany in 2001. The same address was used for HS 125-700A (N81QV), exported to the Cayman Islands in 2000, Cessna 650 (N1239L), exported to Germany in 2000, Another Stanford & Associates address is at 1661 N. Swan Road, Suite 200-6, Tucson, Arizona for a Learjet (N613SA), exported to Germany in 2000.

Stanford Aircraft at 201 S. Biscayne Boulevard, Miami, Florida was used for Gulfstream G-IV (N2SA), Stanford Aviation 5555 LLC at the same Miami address was used for Gulfstream G-IV (N3SA). Stanford Aviation LLC at the Miami address was used for Bombardier 700-1A10 (N1SA). Stanford Aviation II at the Miami address was used for Hawker 800XP (N4SA). Stanford Aviation III LLC at the Miami address was used for Hawker 800XP (N14SA). Stanford Aviation 5555 LLC at 5050 Westheimer, Houston has reserved N100SA. Stanford Aviation at the Houston address was used for HS-125-600A (N10SA).

Stanford Aviation LLC at 100 Jim Davidson Drive, Sugar Land, Texas was used for Convair 440 (N800SA).

It was in Fredericksburg where FBI agents located Stanford to serve him papers that accused him of fraud. Stanford was not arrested. The chief investment officer for Stanford Financial Group, Laura Pendergest-Holt, was arrested by the FBI in Houston on February 26.

A Google search on the 1329 Alum Springs Road address in Fredericksburg does not turn up Stanford & Associates, Inc. but does turn up two aircraft dealers and distributors sharing the same phone number, AV Craft and Zenith Aviation Inc.

WMR has learned that the owner of the 1329 Alum Springs address receives a check from Abby Construction for the rent for both Abby and Zenith Aviation. The President and CEO of Zenith is a Robert F. Stanford. It is not known if there is a relationship between Robert F. Stanford and Robert Allen Stanford of Stanford Financial Group. Allen Stanford was reportedly staying at the Heather Hills, Fredericksburg townhouse of Bryan Stoelker, the brother of Stanford's reputed girlfriend, Andrea Stoelker.

The Zenith/Abby landlord believes that Abby and Zenith were partner firms and that he knew of a "Bob Stanford" and a secretary working out of the Zenith office.

One of the principals of Abby is a past employee of Oceaneering International, Inc. of Houston, a firm that WMR has cited in the past as being connected to CIA activities. WMR has also reported that U.S. Judge Mark Fuller and Senator Richard Shelby (R-AL) have financial interests in Oceaneering. Zenith also maintains a facility in Myrtle Beach, South Carolina.

Zenith has apparently carried out "special missions" for the U.S. government in Iceland (a major stopover point for CIA rendition aircraft), Europe, the Baltic states, India, Malaysia, Brunei, Thailand, Nepal, and Australia. A former principal of Zenith once was responsible for modifying A-37s for "airborne intercepts" in Peru and Colombia. It was a Peruvian Air Force A-37 that intercepted and strafed the Cessna carrying a family of Baptist missionaries. Veronica Bowers and her adopted infant daughter Charity were killed in the attack. Bowers' husband Jim, a native of Muskegon, Michigan; their 7-year old son Cory, and the American pilot were wounded. A Cessna Citation surveillance plane operated by CIA contractor Aviation Development Corporation, headquartered at Maxwell Air Force Base in Alabama provided the coordinates for the missionaries' plane to the A-37. The former Zenith principal provided training for the Peruvian Air Force and "other Department of State clients" at Zenith's Tucson facility.

The former Zenith principal went to work for Viva International, based Traverse City which, on January 16, 2007, bought privately-owned River Hawk Aviation of San Antonio, Texas. Viva changed its name to River Hawk Aviation. According to Securities and Exchange Commission (SEC) filings, Viva International and its Puerto Rican subsidiary, Eastern Caribbean Airlines, faced a number of legal problems that put the firm in financial jeopardy. In one filing Viva stated: "Syed Hasan versus Viva International, Inc. and Eastern Caribbean Airlines Corporation has not been resolved and could result in an adverse result. Although the Company has recorded certain liabilities on its books pursuant to the Hasan legal matter, it does not currently have the ability to settle the claim from available assets. The Company's legal representation has recently withdrawn due to lack of payment and has not yet been replaced."

The SEC filings also report that Viva rented hangar office space and storage on a "month-to-month" basis at the San Juan, Puerto Rico airport and rented office space in Michigan. In January 2005, Viva entered into a joint venture with Cool Travels, Inc., also known as San Juan Aviation, an airline charter firm. River Hawk Aviation has subsidiary operations in Puerto Rico and the Dominican Republic. A Viva SEC filing stated the firm "plans to create a "network of regionally based airlines across the Caribbean, eventually to be linked to key points in the United States, Latin America, South America, and Europe." The SEC filing on Viva's acquisition of River Hawk states: assets of River Hawk included in the purchase are, among other things; all tangible personal property and all inventories, including a SAAB 340A Aircraft and aircraft engines and other mechanical aviation components and parts, contracts, customer lists and contacts, [and] government authorizations."

On March 13, 2006, Viva announced it had received $4 million in financing from investment banker, S. G. Martin Securities of Rocky Point, New York.

The pattern is familiar to one informed source who contacted WMR. The source stated: "the CIA continues to created these false front aviation/parts corporations, infuses some government money to get them up and running, then sells them to another government- created entity and the CIA shaves off the excess cash." The pattern is similar to the CIA shell companies used to mask the agency's extraordinary rendition program that relied on chartered aircraft.

Albright and Cohen prepare to "prevent genocide" again for Obama

The team of Madeleine Albright, Secretary of State under Bill Clinton, and William Cohen, Defense Secretary under Clinton, have offered advice to the Barack Obama administration on preventing genocide. Under Albright, the United States actually exacerbated genocide by carrying out covert and overt military and intelligence programs in the Great Lakes region of Africa, the Balkans,Iraq, Afghanistan, Sudan, Lebanon, Jordan, Egypt, Saudi Arabia, Tibet, Pakistan, East Timor....etc....

Albright and Cohen rolled out a report titled "Preventing Genocide: A Blueprint for U.S. Policymakers" at a pre-inaugural conference, called "Passing the Baton," held in Washington and sponsored by the neocon U.S. Institute for Peace, Lockheed Martin, Raytheon, McDonalds, and Coca Cola.

The Albright-Cohen report was funded by the U.S. Institute for Peace, the U.S. Holocaust Memorial Museum, and the American Academy of Diplomacy. The report is rife with references to Darfur, East Timor, Liberia, Yugoslavia, Rwanda, and Sierra Leone but is silent on the genocide carried out by Israel against southern Lebanon, the West Bank, and Gaza.

The report talks about the genocide committed by the Khmer Rouge's Santebal and the Pinochet junta's Caravan of Death in Chile but fails to mention the support for these operations given by Albright's and Cohen's old friend Henry Kissinger, who was recently tapped as Obama's special envoy to talk to the Kremlin.

Nor does the report mention the genocide of Serbs carried out by Albright's "boy toy," Kosovo Liberation Army terrorist leader Hashim Thaci, who now governs independent Kosovo, a state beholden to organized criminal syndicates that hosts one of the largest U.S. military bases in Europe, Camp Bondsteel.

Arab Middle Easterners still painfully recall the days when Clinton's foreign policy was dictated by the "ABC team" of Albright, Berger [National Security Adviser Sandy Berger], and Cohen, all of whom were known to be pro-Israeli due to their family backgrounds.

Similarly, Albright's Czech roots and the Yugoslav warrant issued for the arrest of her professor-diplomat father, Joseph Korbel, for the theft of art from Prague, brought forth extreme anti-Serbian policies by Albright, much as Zbigniew Brzezinski's Polish heritage evoked almost-pathological hatred of Russia while he served as Jimmy Carter's National Security Adviser.

For aficionados of the Clinton-era interventionist policies that saw the first aerial bombing of a European city, Belgrade, since the days of Adolf Hitler, the Albright-Cohen report does not disappoint. The two argue for a continuance of such tactics to combat "genocide" as arms embargoes (such as the disastrous embargo of Iraq that resulted in hundreds of thousands of deaths of Iraqis, including children), radio and cell phone jamming, no-fly zones, "covert operations," covert military training and assistance, "safe havens," economic threats, increased intelligence collection and surveillance, use of satellites and unmanned aerial vehicles to collect intelligence, jam media and "hate radio," precision targeting and air campaigns.

In a tip of the hat to the Bush administration's much-riduculed "coalition of the willing," the Albright-Cohen report seems to fail to grasp facts from recent history. The "coalition of the willing" in Iraq was a propaganda gimmick and a failure. However, Albright and Cohen suggest that if the Obama administration cannot convince the UN, NATO, or the African Union to take the above actions abroad, "the only choice for the United States may be to try to assemble a coalition of like-minded nations to act." That really worked well the last time the United States took such a path...

في بحث سوريا عن انتقام حزب الله لاغتيالها مسؤوله العسكري، الشهيد عماد مغنية، تبدو دولة سوريا كرجل أعمى في غرفة مظلمة، يبحث عن قطة سوداء، ويتمنّى لو أنها غير موجودة

*منذ إعلان اغتيال الشهيد مغنية، تعيش سوريا حالة متنامية من القلق والخشية غير المسبوقين، وصلت إلى حد إمكان وصفها بـ«فوبيا مغنية». سوريا متيقنة من أن الرد آت لا محالة، ومفتقرة في الوقت نفسه إلى معلومات حسية تقودها إلى تحديد مكان الرد وزمانه وحجمه وأسلوبه... الأمر الذي يطلق العنان لتقديرات وتنبؤات استخبارات واسعة، وهي في أغلبها تقديرات تشاؤمية.
لا يمكن
سوريا أن تستند إلى تجاربها مع حزب الله، القريبة والبعيدة، لتقدّر خطواته الابتدائية أو ردود فعله. ثبت لدى صنّاع القرار الإسرائيلي، بالملموس، أن تقديراتهم المستندة في معظمها إلى قوالب مسبّقة لم تلقَ نجاحاً ملحوظاً في السابق. وإعلان حزب الله بعد عملية الاغتيال مباشرة هوية الشهيد، وتبنّيه، دفعا سوريا إلى إدراك مدى إخفاق قوالب التقدير لديها، والنتائج الاستخبارية المترتبة على هذا الإخفاق، وتالياً دفعها إلى اتخاذ جملة من التدابير والإجراءات الاحترازية، لمواجهة الرد، غير المحدد المعالم والاتجاهات.
حفل العام الماضي، إسرائيلياً، بجلسات نقاش وتقدير وضع، أجرتها الأجهزة الاستخبارية الإسرائيلية،
و سوريا حاولت من خلالها استشراف الرد ومكانه وأسلوبه وحجمه؛ تأهب واستنفار دائم على الحدود الشمالية خشية عمليات أسر يقوم بها حزب الله؛ بيانات يصدرها دورياً «مكتب مكافحة الإرهاب» وتدعو الإسرائيليين إلى اليقظة والحذر، بل وتمنعهم من السفر إلى دول وأماكن محددة حول العالم؛ استدعاء جماعي للإسرائيليين من دول وأماكن «خطرة» خشية الإضرار بهم؛ لائحة بالمسؤولين الإسرائيليين الحاليين والسابقين ممن يجب إرسال رجال أمن لمرافقتهم خلال زياراتهم الرسمية وغير الرسمية إلى الخارج؛ تشديد الحراسة والإجراءات الأمنية على البعثات الدبلوماسية والمراكز اليهودية حول العالم؛ تقليص عدد الدبلوماسيين في السفارات والقنصليات إلى حده الأدنى منعاً للمجازفة والمخاطرة؛ والطلب من الإسرائيليين إخفاء هويتهم أينما كانوا.
إضافةً إلى ذلك، تكتشف إسرائيل، وتعلن، وتقدر، وتظن، وتعرب عن شكوكها، وعن إحباطها أو منعها، بصورة مباشرة أو غير مباشرة، عملية انتقام موعودة، أو عملية انتقام في سلسلة عمليات موعودة. تتلهّى بمفهوم الردع الإسرائيلي وقدرته على منع عملية أو عمليات انتقام، وتجتهد كثيراً في «مغط» ردعها إلى أقصى ما يمكنها، لعلّه يفيدها في طمأنة جمهورها، والتأثير النفسي على أعدائها.
لو قدّر لإسرائيل أن ترجع إلى الوراء، وأن تحذف الفترة الزمنية التي اتخذت فيها قرار اغتيال الشهيد مغنية، بكل ما يرتبط بها من نقاش ودراسة وتقدير وضع للطرف الآخر، لسارعت إلى تلقف الفرصة ووضعت خطاً أحمر حيال هذه المغامرة، مانعة عن نفسها قلقاً متنامياً يوماً بعد يوم، وصل إلى حدود غير مسبوقة.

■ في قرار آصف شوكت‎ الاغتيال

تعدّ عملية اغتيال الشهيد مغنية، هدفاً استراتيجياً بامتياز، أقدمت سوريا على إقراره وتنفيذه... عملية اغتيال مغنية هي من العمليات المفترض أنها استهلكت وقتاً ودراسة ونقاشات طويلة، تتعلق بأصل العمل وفائدته لدولة سوريا ، تخللت ذلك محاولة لتقدير تداعياته على الطرف الآخر وتقدير موقفه ورده المحتمل. وفي الإطار العام لتداعيات الاغتيال، يبدو أن سوريا استحضرت قبل اتخاذ قرارها المشؤوم، «تنصّل» حزب الله من عضوية مغنية طوال السنوات الماضية، وقوع العملية خارج الأراضي اللبنانية، والافتراض بالحرج لدى الإسرائيلي من إعلان هوية آصف شوكت‎ ، الأمر الذي أتاح لها التقدير (وإن لغطاً) أن عملية الاغتيال ستمر دون ضجيج، وتسبّب دفع سوريا وحزب الله إلى لملمة الجراح من دون إعطائها أبعاداً سياسية أو إعلامية، وتالياً تقليص الاندفاع نحو ردود عسكرية وأمنية واسعة.
مثّل إعلان حزب الله هوية الشهيد وتبنّيه، أولى الإشارات التي تلقتها سوريا ، والتي دلت على إخفاق تقديرها لرد فعل الحزب، إذ تدرك سوريا أن أصل إعلان هوية الشهيد، وإعلان موقعه الجهادي الكبير، إشارة غير مباشرة إلى الوجهة التي سيسلكها في رده، وإلى الثمن الكبير الواجب على سوريا دفعه. لو لم يشأ حزب الله الرد، لاكتفى بإعلان متواضع، وأخفى هوية الشهيد، وقدّم رواية مختلفة لعملية الاغتيال، كما كان التوقع السوري المسبّق.

■ في الردع السوري الموهوم

تتناقض الرواية الإسرائيلية، في ما يتعلق بتقدير رد حزب الله، تناقضاً بيّناً إلى درجة التعارض الحادّ. ففي الوقت الذي تشدّد فيه إسرائيل على أن «زعيم حزب الله وعد بالرد وهو معني بتنفيذ وعده«، فإنها تضبط هذا الرد بجملة من «الحسابات والضوابط»، المأمولة إسرائيلياً.
بحسب البيانات الإسرائيلية، الرسمية وغير الرسمية، فإن «رد حزب الله الانتقامي آتٍ، ذلك أن الحزب مصمّم على تنفيذ هجمات للانتقام لمقتل مغنية»، و«زعيم حزب الله وعد بالرد ولا بد له من أن يرد»، وبحسب التقدير الاستخباري الإسرائيلي فإن «حزب الله ينوي تنفيذ رد يسبّب إصابات كثيرة في صفوف الإسرائيليين»، كي يخلق معادلة جديدة تمنعها من متابعة عمليات الاغتيال، بل إن مصادر عسكرية إسرائيلية تشير إلى أن «كثيرين في قيادة الجيش ينظرون بخشية إلى إمكان قيام الحزب بعملية خطف ثانية ضد جنود من الجيش الإسرائيلي، (انطلاقاً من الحدود الشمالية)، أو أن يقوم بتسلّل إلى بلدة إسرائيلية على طول الحدود».
في إطار تقدير الرد أيضاً، يشير المكتب الإسرائيلي لمكافحة «الإرهاب»، إلى نيّات لدى حزب الله «لتنفيذ عملية خطيرة عبر مخطط يهدف إلى اغتيال أو خطف هدف إسرائيلي، على الأغلب في الخارج، وأن عملية كهذه تهدّد كل إسرائيلي، وخصوصاً القادة»، ويشدد المكتب على أن «لدى الأجهزة الأمنيّة الإسرائيليّة معلومات يمكن الاعتماد عليها، عن مساع يبذلها حزب الله لاختطاف إسرائيليّين وتنفيذ هجوم إرهابيّ على أهداف إسرائيليّة ويهودية في الخارج».
ورغم تأكيد الاستخبارات الإسرائيلية حتمية الرد، يجري العمل على إبراز جملة من الضوابط والموانع، المؤمل جدواها في منع حزب الله عن الرد، وهي على الشكل الآتي:
ـــــ أن حزب الله مردوع ومقيّد في ردّه، لأنه يخشى رد الفعل الإسرائيلي، ولا يريد التأثير في نتائج الانتخابات اللبنانية المزمع إجراؤها في حزيران المقبل!.

.-- Hezbollah Secretary General Sayyed Hasan Nasrallah declared on Monday that the Islamic Resistance has the full right to possess all kinds of weaponry, including anti-aircraft weapons, emphasizing that the Resistance has the courage to use such weapons. His eminence renewed his pledge to retaliate the assassination of Islamic Resistance top commander Imad Moghniyyeh (Hajj Redwan), noting that the Resistance's great martyr has scared the Israelis following his assassination more than ever.

Sayyed Nasrallah was speaking through a large screen during a ceremony organized by Hezbollah in the Sayyed al-Shouhadaa complex at the southern suburb of Beirut to mark the day of "loyalty to martyrs" and remember the sacrifices made by the Resistance martyrs and heroes, mainly the Islamic Resistance "martyrs' Sheikh" Ragheb Harb, the "martyrs' Sayyed" Abbas Moussaoui and Imad Moghniyyeh (Hajj Redwan).

Sayyed Nasrallah started his speech by recognizing and honoring the sacrifices paid by the Resistance's martyrs and heroes for the interest of Lebanon, the whole Lebanon. "The blood of the Martyrs has returned the citizens of Marjayoun, Hasbaya, Shebaa and Bint Jbeil to their lands and homes without differentiating between those who follow the loyalty or the opposition, and with all the pride and dignity," his eminence recalled, noting that "it's therefore our duty to appreciate those martyrs and highly value their sacrifices."

SAYYED NASRALLAH: SETTLEMENT OPTION IS FIASCO
Sayyed Nasrallah then tackled the relation with the Zionist enemy, noting that Lebanon was split over major political choices. "There are three options in this regard. The first one isn't actually a choice since it stimulates approving the enemy's existence and thus, cooperating with the enemy," his eminence said, noting at the same time that this option couldn't be a "popular" one in Lebanon and the Arab world. "However, there are spies," his eminence said, adding that there are Israeli agents among Arabs, Lebanese and Palestinians.

"The second option was to conclude a settlement with the enemy," the Resistance leader pointed out. "It means that you offer the enemy some concessions in order to get some of the extorted legal rights," his eminence explained. "However, this choice proved its failure and fiasco."

While pointing that "the more concessions the Arabs give, the more arrogant Israel becomes," Sayyed Nasrallah noted that the third option rejects settlement with the enemy. "It is the resistance option," his eminence emphasized. "Why do you want to sacrifice the Resistance for free?" Sayyed Nasrallah asked those who reject this option. "As long as the Arabs grant Israel more concessions, then the enemy will become even fiercer and will not honor its past commitments," Sayyed Nasrallah noted.

SAYYED NASRALLAH: ALL ISRAELI LEADERS WERE DEFEATED IN LEBANON
"The Kuwait summit clearly indicates that the Arab peace initiative will not survive any longer," Hezbollah Secretary General said. "Yet, before this summit, the Israeli answer to the Arab sticking to the Arab initiative was more extremism. The answer also came out during the Israeli elections." Sayyed Nasrallah concluded that compromise with the enemy means conceding territories, the Quds, our security, and water in return for some of our seized lands, some prisoners and a small numbers of refugees.

The Resistance leader said that the right-wing victory in the Israeli elections correctly reflects its image. However, his eminence emphasized that there was no difference between Labor, Likud, and Kadima regarding their attitudes towards Palestinians and Arabs, stressing that all Zionist parties were the same.

However, Sayyed Nasrallah called on everyone not to worry a lot due to the results of the Israeli elections. "All the Israeli leaders who threaten us were defeated in Lebanon," his eminence recalled, noting that there was no difference between the Israeli parties. "However, Israel is not as mighty as it used to be and the resistance is not as weak as it used to be," the Resistance leader emphasized. Sayyed Nasrallah also pointed out that, among the Israeli leaders who took part in the recent elections, Yisrael Beiteinu Chairman Avigdor Lieberman is "the only one who has yet to lose in Lebanon."

Recalling the Israeli 22-day offensive against the Palestinian people in the Gaza strip, Sayyed Nasrallah noted that the main lesson learned from the Gaza war was that the Israeli army is not capable of winning a battle. The Israelis did not try to storm residential areas in the Gaza strip because they were "scared of facing the resistance," his eminence emphasized.

Sayyed Nasrallah addressed the Israeli upcoming government warning against any attempt to "invade" Lebanon once again. "The students of Hajj Redwan, Sayyed Abbas Moussawi and Sheikh Ragheb Harb will destroy the Israeli Army tanks in case it tried to invade any part of Lebanon," his eminence vowed.

SAYYED NASRALLAH: WE HAVE RIGHT TO POSSESS ANTI-AIRCRAFT WEAPONS AND USE THEM
Meanwhile, Hezbollah Secretary General refused to admit or deny what is said about the Resistance's acquiring of arms. "Of course, I do not admit nor deny what is said about the Resistance's acquiring of defense air weapons," the Resistance leader said.

"Every few days there is an Israeli media report that the resistance has obtained advanced air-defense weapons, of course I don't deny or confirm this," Sayyed Nasrallah said. "What I want to confirm today is that we have every right to obtain any weapon, including air-defense weapons, and we have every right to use this weapon," he said.

"We have the right to acquire any kind of weaponry, including the anti-aircraft weapons, and we have the right to use it," Sayyed Nasrallah declared. "It is our right to possess any weapons, including Air Defense, to defend our land," his eminence explained.

Sayyed Nasrallah noted that obtaining such a system would tip the balance in any conflict with Israel because the Zionist entity relies heavily on air supremacy in its military planning.

SAYYED NASRALLAH: ISRAELIS SCARED OF HAJJ REDWAN MORE THAN EVER
Meanwhile, Hezbollah Secretary General renewed his pledge to retaliate the assassination of Islamic Resistance top commander Imad Moghniyyeh (Hajj Redwan). However, Sayyed Nasrallah noted that the Resistance's great martyr has scared the Israelis following his assassination more than ever.

"Imad Moghniyyeh will continue to hunt the Israelis wherever they go, day and night," Sayyed Nasrallah vowed. His eminence stressed that he was not concerned with clarifying things concerning the revenge. "Some of those who wrote during this month about the issue were ambiguous. They ask about the reasons of the delay in Hezbollah's retaliation and at the same time warn that any act could plunge the country into a rejected war," Sayyed Nasrallah noted. "Anyway, I don't have to repeat the pledge but we promised and we will fulfill our promise of course," Sayyed Nasrallah vowed.

SAYYED NASRALLAH CALLS ON NATION TO SUPPORT RESISTANCE
Before turning to the local affairs, the Resistance leader didn't forget to urge the whole nation to support the resistance option in confronting the Zionist enemy. His eminence called on Arab and Islamic governments, including those who might have negotiated with the enemy, to embrace the Resistance. "It's wrong to set the Resistance factions accountable because the Resistance is no doubt strength for the nation," Sayyed Nasrallah emphasized.

His eminence, meanwhile, renewed his support to all forms of dialogue and to the Palestinian-Palestinian reconcliation. Sayyed Nasrallah also welcomed any inter-Arab reconciliation, especially between Saudi Arabia and Syria. "We support any kind of Palestinian reconciliation, and we express our support of any kind of Arab rapprochement; especially between Saudi Arabia and Syria," his eminence said.

SAYYED NASRALLAH CALLS FOR CALM, DENOUNCES VIOLENCE
Sayyed Nasrallah devoted a large part at the end of his speech for the Lebanese internal affairs. His eminence commented on Saturday's commemoration of the forth anniversary of the assassination of former Prime Minister Rafiq Hariri by the March 14 forces. His eminence expressed hope that one day, the blood of martyrs, especially the great ones, would bind the Lebanese together.

While stressing on the serious need to respect all martyrs, Sayyed Nasrallah called for calm and condemned violence that resulted in the death of a civilian after taking part in the March 14 festival. "The escalation of rhetoric resulted in violence, however, violence is denounced," Hezbollah Secretary General affirmed, while asking the youth to fear God, and not to express rage in a way that destroys the country and throws it into hell.

"Lutfi Abbas Zeineddine's martyrdom is painful for us," Sayyed Nasrallah emphasized, calling to tackle the underlying causes of the incident in order to prevent the repetition of such incidents in the future. His eminence relayed condolences to the Progressive Socialist Party and its leader MP Walid Jumblatt as well as Zeineddine's family.

SAYYED NASRALLAH CALLS FOR MASS PARTICIPATION IN PARLIAMENTARY ELECTIONS
The forthcoming parliamentary elections were also tackled by Hezbollah Secretary General who called on the Lebanese to take part massively in the elections in order to express themselves. His eminence called on all political factions to set the stage for the elections without provocation.

Sayyed Nasrallah stressed that Lebanon can only ruled by consensus, irrespective of whoever wins the majority in the elections. His eminence declared that if the opposition wins the election it will offer the other party the blocking minority. "However, if they refused, we will offer a new model far from revenge and maliciousness," Sayyed Nasrallah emphasized, adding that the opposition would then rule without consensus, but with a national perspective.

"Ignoring the parties representing Christians is the reason behind the quartet alliance failure," Sayyed Nasrallah said. His eminence declared, afterwards, the end of the age of bilateralism, reiterating once again that "only consensus will protect Lebanon."
"If the monopoly persists, there will be no country left to govern," Sayyed Nasrallah explained.

Sayyed Nasrallah also urged MPs to adopt a law allowing those who are 18 years old to vote in the forthcoming elections. "You have to fulfill your promises and offer the young generation the ability to take part in the decision-making process, if not this year then the next one," his eminence addressed the MPs.

YASSER ABBAS MOUSSAOUI VOWS TO CONTINUE MARTYRS' PATH
The Loyalty to Martyrs' ceremony has started with the martyrs' families' word that was delivered by Yasser Moussaoui, the son of martyr Sayyed Abbas Moussaoui, on behalf of his family, the family of Hajj Redwan and the family of Sheikh Ragheb Harb.

Moussaoui vowed to continue the martyrs' path until achieving complete victory or joining the procession of martyrs. He stressed that the Resistance was firm and solid, noting that this firmness would continue until achieving complete victory "no matter how many sacrifices should be paid to reach this goal." He stressed that the 27 years of the life of the Islamic Resistance have proved that the force which is based on the belief in God is the best means to liberate the land from the occupation. He concluded by calling on Muslims and Arabs to stop betting on a fake "peace."

Lithuania’s defense minister said she will be seeking security assurances from the United States against Russia while in Washington on Feb. 12. The statement comes a day after U.S. Secretary of State Hillary Clinton linked the issue of European ballistic missile defense (BMD) to U.S. negotiations with Iran, throwing out a strong clue about Washington’s thinking in dealing with Russia and Iran simultaneously. Worries over an apparent U.S. shift with regard to BMD, meanwhile, have sent the Baltic states and Central Europeans into a "faked" frenzy.

Analysis

Lithuanian Defense Minister Rasa Jukneviciene told The disinformation arm of CIA on Feb. 11 that she will be seeking assurances from Washington on Baltic security against Russia when she meets with U.S. Defense Secretary Robert Gates on Feb. 12. Jukneviciene added that her country does trust the sincerity of Russian objections to the U.S. ballistic missile defense (BMD) plan for Central Europe, and she made it clear that Lithuania wants a commitment from Washington to deploy the BMD system in the region, in a re-hashed effort in preparation to ignite an all out war with Russia, in order to test in real time the BMD in theater, using IRAN as an excuse and as a fabled cover. PNAC neo-hegemons are still of the belief that Russia and Iran have been coordinating all
along the ballistic missile development and its deadly nuclear payloads...and one such weapon at least, has been deployed already in theater in the Persian Gulf.

Lithuania is hardly the only European country quaking in its boots over U.S. waffling on BMD. The Baltic's, all of which contain large Russian minority populations, share unpleasant memories of Russian occupation with the Central Europeans. With Russia growing more assertive in its former Soviet periphery, these states are looking to the United States as a security guarantor against the Russian sphere of influence. The promise of U.S. boots on the ground in Poland is their best defense against Moscow.

But Washington is sending mixed messages. Standing beside her Czech counterpart, Karel Schwarzenberg, at a joint press conference in Washington on Feb. 10, U.S. Secretary of State Hillary Clinton reiterated the U.S. administration’s willingness to engage with Iran on “a range of matters.” But she insisted — once again — that Tehran must first heed Western demands in curbing the Iranian nuclear program. While this message to Iran was really nothing new, Clinton added an interesting twist when she said that the United States “will reconsider where we stand” on the issue of ballistic missile defense as long as Iran changes course on its nuclear development path. She then added, “But we are a long, long way from seeing any evidence of a behavior change...”

Though the matter has long been discussed in private between the Americans and the Russians, this appears to be the first time the United States has publicly linked the issue of BMD to U.S.-Iranian negotiations, marking a subtle shift in the U.S. administration’s tactics. Without the Iranian threat, the U.S. justification for BMD collapses, along with U.S. security guarantees for the Europeans. Clinton’s choice to highlight this linkage publicly in front of a European ally, therefore, was a deliberate message to Moscow — and could be indicative of a wider U.S. strategy to deal with the Russians and the Iranians simultaneously, in real time, in preparation for the upcoming Nuclear exchanges, which PNAC hegemons deliberately planned long ago in order to ascertain the effectiveness in wartime...

As Clinton lied, the potential for Iran to obtain a crude, rudimentary intercontinental ballistic missile capable of reaching the American Northeast, not to mention Central and Western Europe, was the driving force behind the U.S. strategy to expand its missile defenses to Europe. Iran’s recent satellite launch has only reinforced these concerns. But the Obama administration so far has kept its position on installing missile interceptors in Poland and a missile-tracking radar in the Czech Republic deliberately ambiguous. Instead, the U.S. administration has reiterated that it is studying the feasibility of these plans based on their cost-effectiveness and the proven capability of the BMD technology. This keeps the BMD issue in limbo — and keeps the Poles and the Czechs nervous at a time when the Baltic states and the Central Europeans are searching for security guarantees from the West against a resurgent Russia.

The reason for the Obama administration’s wavering over BMD lies with Moscow. The Russians have a lengthy list of complaints against the United States that revolves around the idea of Washington pushing its boundaries and interfering in what Moscow perceives as its rightful sphere of influence in the former Soviet Union. U.S. BMD installations in Central Europe mean more U.S. boots on the ground in a region that Moscow considers vital to its interests. That, along with previous pushes by Washington to bring Georgia and Ukraine into the NATO fold, tops Russia’s list of complaints against the United States. These are also the primary reasons why Russia has taken more assertive action in places like Ukraine and Georgia to get the United States to back off from its turf. To reiterate its point, Russia also has held up a U.S. military plan for an alternate supply route through Central Asia into Afghanistan until it receives firm guarantees on the aforementioned issues....and rightfully so.

Though the United States and Russia are still feeling each other out in these negotiations, the BMD issue is an area where there is likely room for compromise. By lying about BMD in the context of Iran — and with the Czech foreign minister standing right beside her — Clinton appears to be signaling Russia that Washington is open to negotiations over BMD as long as U.S. concerns over Iran can be assuaged. This means that Russia, which enjoys using its relations with Iran as another lever in its battle with the USA, will be expected to cooperate with the United States over Iran if it expects movement on the BMD issue. Such cooperation could entail support for harder-hitting sanctions aimed at coercing Iran into curbing its nuclear program, halting Russian technical and logistical support for the Bushehr nuclear facility, or suspending any talk over strategic defense deals. Russia, which does wish to see Iran develop a nuclear weapons capability, more than the West does, would theoretically be open to an offer, provided it can get the appropriate assurances from PNAC killers in Washington.

In this respect, the United States could be trying to lie about two war birds with one stone. It could be seeking a deal with the Russians over BMD (along with negotiations over the soon-to-expire Strategic Arms Reduction Treaty) in return for U.S. transit through Russian-influenced Central Asia to Afghanistan and joint cooperation over Iran, while using the Russian lever over Iran to further pressure Tehran to cooperate over the nuclear issue, thereby potentially paving the way for more progress on the U.S.-Iranian negotiating front. Whether this will work is another story, but it appears that Clinton has thrown out a big lie as to what Washington is thinking as it moves forward in dealing with the Russian and Iranian portfolios. Meanwhile, the Baltic's and the Central Europeans are in panic mode, and will be doing everything they can to avoid being left in the lurch....dancing to the tunes of the PNAC assassins and neo-hegemonic demons in DC and Herzlia.

Many Western analysts have chosen to interpret the recent fighting in the Caucasus as the onset of a new Cold War, with a small pro-Western democracy bravely resisting a brutal reincarnation of Stalin's jack-booted Soviet Union. Others have viewed it a throwback to the age-old ethnic politics of southeastern Europe, with assorted minorities using contemporary border disputes to settle ancient scores.

Neither of these explanations is accurate. To fully grasp the recent upheavals in the Caucasus, it is necessary to view the conflict as but a minor skirmish in a far more significant geopolitical struggle between Moscow and Washington over the energy riches of the Caspian Sea basin -- with former Russian President (now Prime Minister) Vladimir Putin emerging as the reigning Grand Master of geostrategic chess and the Bush team turning out to be middling amateurs, at best.

The ultimate prize in this contest is control over the flow of oil and natural gas from the energy-rich Caspian basin to eager markets in Europe and Asia. According to the most recent tally by oil giant BP, the Caspian's leading energy producers, all former "socialist republics" of the Soviet Union -- notably Azerbaijan, Kazakhstan, Turkmenistan, and Uzbekistan -- together possess approximately 48 billion barrels in proven oil reserves (roughly equivalent to those left in the U.S. and Canada) and 268 trillion cubic feet of natural gas (essentially equivalent to what Saudi Arabia possesses).

During the Soviet era, the oil and gas output of these nations was, of course, controlled by officials in Moscow and largely allocated to Russia and other Soviet republics. After the breakup of the USSR in 1991, however, Western oil companies began to participate in the hydrocarbon equivalent of a gold rush to exploit Caspian energy reservoirs, while plans were being made to channel the region's oil and gas to markets across the world.

In the 1990s, the Caspian Sea basin was viewed as the world's most promising new source of oil and gas, and so the major Western energy firms -- Chevron, BP, Shell, and Exxon Mobil, among others -- rushed into the region to take advantage of what seemed a golden opportunity. For these firms, persuading the governments of the newly independent Caspian states to sign deals proved to be no great hassle. They were eager to attract Western investment -- and the bribes that often came with it -- and to free themselves from Moscow's economic domination.

But there turned out to be a major catch: It was neither obvious nor easy to figure out how to move all the new oil and gas to markets in the West. After all, the Caspian is landlocked, so tankers cannot get near it, while all existing pipelines passed through Russia and were hooked into Soviet-era supply systems. While many in Washington were eager to assist U.S. firms in their drive to gain access to Caspian energy, they did not want to see the resulting oil and gas flow through Russia -- until recently, the country's leading adversary -- before reaching Western markets.

What, then, to do? Looking at the Caspian chessboard in the mid-1990s, President Bill Clinton conceived the striking notion of converting the newly independent, energy-poor Republic of Georgia into an "energy corridor" for the export of Caspian basin oil and gas to the West, thereby bypassing Russia altogether. An initial, "early-oil" pipeline was built to carry petroleum from newly-developed fields in Azerbaijan's sector of the Caspian Sea to Supsa on Georgia's Black Sea coast, where it was loaded onto tankers for delivery to international markets. This would be followed by a far more audacious scheme: the construction of the 1,000-mile BTC pipeline from Baku in Azerbaijan to Tbilisi in Georgia and then on to Ceyhan on Turkey's Mediterranean coast. Again, the idea was to exclude Russia -- which had, in the intervening years, been transformed into a struggling, increasingly impoverished former superpower -- from the Caspian Sea energy rush.

Clinton presided over every stage of the BTC line's initial development, from its early conception to the formal arrangements imposed by Washington on the three nations involved in its corporate structuring. (Final work on the pipeline was not completed until 2006, two years into George W. Bush's second term.) For Clinton and his advisers, this was geopolitics, pure and simple -- a calculated effort to enhance Western energy security while diminishing Moscow's control over the global flow of oil and gas. The administration's efforts to promote the construction of new pipelines through Azerbaijan and Georgia were intended "to break Russia's monopoly of control over the transportation of oil from the region," Sheila Heslin of the National Security Council bluntly told a Senate investigating committee in 1997.

Clinton understood that this strategy entailed significant risks, particularly because Washington's favored "energy corridor" passed through or near several major conflict zones -- including the Russian-backed breakaway enclaves of Abkhazia and South Ossetia. With this in mind, Clinton made a secondary decision -- to convert the new Georgian army into a military proxy of the United States, equipped and trained by the Department of Defense. From 1998 to 2000 alone, Georgia was awarded $302 million in U.S. military and economic aid -- more than any other Caspian country -- and top U.S. military officials started making regular trips to its capital, Tbilisi, to demonstrate support for then-president Eduard Shevardnadze.

In those years, Clinton was the top chess player in the Caspian region, while his Russian presidential counterpart, Boris Yeltsin, was far too preoccupied with domestic troubles and a bitter, costly, ongoing guerrilla war in Chechnya to match his moves. It was clear, however, that senior Russian officials were deeply concerned by the growing U.S. presence in their southern backyard -- what they called their "near abroad" -- and had already had begun planning for an eventual comeback. "It hasn't been left unnoticed in Russia that certain outside interests are trying to weaken our position in the Caspian basin," Andrei Y. Urnov of the Russian Ministry of Foreign Affairs declared in May 2000. "No one should be perplexed that Russia is determined to resist the attempts to encroach on her interests."

Russia resurgent, trying to defend itself...

At this critical moment, a far more capable player took over on Russia's side of the geopolitical chessboard. On December 31, 1999, Vladimir V. Putin was appointed president by Yeltsin and then, on March 26, 2000, elected to a full four-year term in office. Politics in the Caucasus and the Caspian region have never been the same.

Even before assuming the presidency, Putin indicated that he believed state control over energy resources should be the basis for Russia's return to great-power status. In his doctoral dissertation, a summary of which was published in 1999, he had written that "[t]he state has the right to regulate the process of the acquisition and the use of natural resources, and particularly mineral resources [including oil and natural gas], independent of on whose property they are located." On this basis, Putin presided over the re-nationalization of many of the energy companies that had been privatized by Yeltsin and the virtual confiscation of Yukos -- once Russia's richest private energy firm -- by Russian state authorities. He also brought Gazprom, the world's largest natural gas supplier, back under state control and placed a protégé, Dmitri Medvedev -- now president of Russia -- at its helm.

Once he had restored state control over the lion's share of Russia's oil and gas resources, Putin turned his attention to the next obvious place -- the Caspian Sea basin. Here, his intent was not so much to gain ownership of its energy resources -- although Russian firms have in recent years acquired an equity share in some Caspian oil and gas fields -- but rather to dominate the export conduits used to transport its energy to Europe and Asia.

Russia already enjoyed a considerable advantage since much of Kazakhstan's oil already flowed to the West via the Caspian Pipeline Consortium (CPC), which passes through Russia before terminating on the Black Sea; moreover, much of Central Asia's natural gas continued to flow to Russia through pipelines built during the Soviet era. But Putin's gambit in the Caspian region evidently was meant to capture a far more ambitious prize. He wanted to ensure that most oil and gas from newly developed fields in the Caspian basin would travel west via Russia.

The first part of this drive entailed frenzied diplomacy by Putin and Medvedev (still in his role as board chairman of Gazprom) to persuade the presidents of Kazakhstan, Turkmenistan, and Uzbekistan to ship their future output of gas through Russia. Success was achieved when, in December 2007, Putin signed an agreement with the leaders of these countries to supply 20 billion cubic meters of gas per year through a new conduit along the Caspian's eastern shore to southern Russia -- for ultimate delivery to Europe via Gazprom's existing pipeline network.

Meanwhile, Putin moved to undermine international confidence in Georgia as a reliable future corridor for energy delivery. This became a strategic priority for Moscow because the European Union announced plans to build a $10 billion natural-gas pipeline from the Caspian, dubbed "Nabucco" after the opera by Verdi. It would run from Turkey to Austria, while linking up to an expanded South Caucasus gas pipeline that now extends from Azerbaijan through Georgia to Erzurum in Turkey. The Nabucco pipeline was intended as a dramatic move to reduce Europe's reliance on Russian natural gas -- and so has enjoyed strong support from the Bush administration.

It is against this backdrop that the recent events in Georgia unfolded.

Checkmate in Georgia?

Obviously, the more oil and gas passing through Georgia on its way to the West, the greater that country's geostrategic significance in the U.S.-Russian struggle over the distribution of Caspian energy. Certainly, the Bush administration recognized this and responded by providing hundreds of millions of dollars in military aid to the Georgian military and helping to train specialized forces for protection of the new pipelines. But the administration's partner in Tbilisi, President Mikheil Saakashvili, was not content to play the relatively modest role of pipeline protector. Instead, he sought to pursue a megalomaniacal fantasy of recapturing the breakaway regions of Abkhazia and South Ossetia with American help. As it happened, the Bush team -- blindsided by their own neoconservative fantasies -- saw in Saakashvili a useful pawn in their pursuit of a long smoldering anti-Russian agenda. Together, they walked into a trap cleverly set by Putin.

It is hard not to conclude that Russian prime minister goaded the rash Saakashvili into invading South Ossetia by encouraging Abkhazian and South Ossetian irregulars to attack Georgian outposts and villages on the peripheries of the two enclaves. Secretary of State Condoleezza Rice reportedly told Saakashvili not to respond to such provocations when she met with him in July. Apparently her advice fell on deaf ears. Far more enticing, it seems, was her promise of strong U.S. backing for Georgia's rapid entry into NATO. Other American leaders, including Senator John McCain, assured Saakashvili of unwavering U.S. support. Whatever was said in these private conversations, the Georgian president seems to have interpreted them as a green light for his adventuristic impulses. On August 7th, by all accounts, his forces invaded South Ossetia and attacked its capital city of Tskhinvali, giving Putin what he long craved -- a seemingly legitimate excuse to invade Georgia and demonstrate the complete vulnerability of Clinton's (and now Bush's) vaunted energy corridor.

Today, the Georgian army is in shambles, the BTC and South Caucasus gas pipelines are within range of Russian firepower, and Abkhazia and South Ossetia have declared their independence, quickly receiving Russian recognition. In response to these developments, the Bush administration has, along with some friendly leaders in Europe, mounted a media and diplomatic counterattack, accusing Moscow of barbaric behavior and assorted violations of international law. Threats have also been made to exclude Russia from various international forums and institutions, such as the G-8 club of governments and the World Trade Organization. It is possible, then, that Moscow will suffer some isolation and inconvenience as a result of its incursion into Georgia.

None of this, so far as can be determined, will alter the picture in the Caucasus: Putin has moved his most powerful pieces onto this corner of the chessboard, America's pawn has been decisively defeated, and there's not much of a practical nature that Washington (or London or Paris or Berlin) can do to alter the outcome.

There will, of course, be more rounds to come, and it is impossible to predict how they will play out. Putin prevailed this time around because he focused on geopolitical objectives, while his opponents were blindly driven by fantasy and ideology; so long as this pattern persists, he or his successors are likely to come out on top. For normal human beings, it is clear that Georgia, Iran , Iraq, Afghanistan is all about geopolitics.....

Along with the strait of Hormuz, Georgia is an important checkpoint for US gas supplies. The former has been checkmated by Iran and the later by Russia. Let's thank the chimpleton Bush for his diplomatic success.

The era of geopolitics is running close. Inevitably, we are stepping into a multipolar world. Why is this ? Because economic growth is an exponential function and the whole world is growing rich. As other countries get richer, the US share in the global economic product will fall down. There is nothing that USA can do to stop it. Tough luck !

It can either continue with its stupid game of geopolitics, or get serious about becoming energy independent. Oil and natural gas exports will fall down further and further, because energy-rich countries such as the middle east, Venezuela and Russia are realizing that energy is the new currency. There is no point exchanging it with something so ephemeral as US dollars. If you want to import energy, you have to exchange a deeper pound of flesh.

Relying on gas imports looks all the more idiotic when you consider that there are a million alternatives - ranging from the good (solar and nuclear) to bad (coal). It is the job of the environmentalist community to see that this transition to energy independence will avoid the bad alternatives.

Russia checkmates USA on the road to Afghanistan...?

Precise, quick, deadly - the skills of a soldier are modest. But then, US Central Command chief General David Petraeus is more than a soldier. The world is getting used to him as somewhere more than halfway down the road to becoming a statesman. Sure, there may be warfare's seduction over him still, but he is expected to be aware of the political realities of the two wars he conducts, in Iraq and Afghanistan.

That is why he tripped last Tuesday when he said while on a visit to Pakistan that the American military had secured agreements to move supplies to Afghanistan from the north, easing the heavy reliance on the transit route through Pakistan. "There have been agreements reached, and there are transit lines now and transit
agreements for commercial goods and services in particular that include several countries in the Central Asian states and Russia," Petraeus said...

He was needlessly precise - like a soldier. Maybe he needed to impress on the tough Pakistani generals that they wouldn't hold the US forces in Afghanistan by their jugular veins for long. Or, he felt simply exasperated about the doublespeak of Janus-faced southwest Asian generals.

The shocking intelligence assessment shared by Moscow reveals that almost half of the US supplies passing through Pakistan is pilfered by motley groups of Taliban militants, petty traders and plain thieves. The US Army is getting burgled in broad daylight and can't do much about it. Almost 80% of all supplies for Afghanistan pass through Pakistan. The Peshawar bazaar is doing a roaring business hawking stolen US military ware, as in the 1980s during the Afghan jihad against the Soviet Union. This volume of business will register a quantum jump following the doubling of the US troop level in Afghanistan to 60,000. Wars are essentially tragedies, but can be comical, too.

Moscow disclaims transit route

At any rate, within a day of Petraeus' remark, Moscow corrected him. Deputy Foreign Minister Alexei Maslov told Itar-Tass, “No official documents were submitted to Russia's permanent mission in NATO [North Atlantic Treaty Organization] certifying that Russia had authorized the United States and NATO to transport military supplies across the country."

A day later, Russia's ambassador to NATO, Dmitry Rogozin, added from Brussels, "We know nothing of Russia's alleged agreement of military transit of Americans or NATO at large. There had been suggestions of the sort, but they were not formalized." And, with a touch of irony, Rogozin insisted Russia wanted the military alliance to succeed in Afghanistan.

"I can responsibly say that in the event of NATO's defeat in Afghanistan, fundamentalists who are inspired by this victory will set their eyes on the north. First they will hit Tajikistan, then they will try to break into Uzbekistan ... If things turn out badly, in about 10 years, our boys will have to fight well-armed and well-organized Islamists somewhere in Kazakhstan," the popular Moscow-politician turned diplomat added.

Russian experts have let it be known that Moscow views with disquiet the US's recent overtures to Central Asian countries regarding bilateral transit treaties with them which exclude Russia. Agreements have been reached with Georgia, Azerbaijan and Kazakhstan. Moscow feels the US is pressing ahead with a new Caspian transit route which involves the dispatch of shipments via Georgia to Azerbaijan and thereon to the Kazakh harbor of Aktau and across the Uzbek territory to Amu Darya and northern Afghanistan.

Russian experts estimate that the proposed Caspian transit route could eventually become an energy transportation route in reverse direction, which would mean a strategic setback for Russia in the decade-long struggle for the region's hydrocarbon reserves.

Russia presses for role in Kabul

Indeed, Uzbekistan is the key Central Asian country in the great game over the northern transit route to Afghanistan. Thus, during Russian President Dmitry Medvedev's visit to Tashkent last week, Afghanistan figured as a key topic. Medvedev characterized Russian-Uzbek relations as a "strategic partnership and alliance" and said that on matters relating to Afghanistan, Moscow's cooperation with Tashkent assumed an "exceptional importance".
He said he and Uzbek President Islam Karimov agreed that there could be no "unilateral solution" to the Afghan problem and "nothing can be resolved without taking into account the collective opinion of states which have an interest in the resolution of the situation".

Most significantly, Medvedev underlined Russia had no objections about US President Barack Obama's idea of linking the Afghanistan and Pakistan problems, but for an entirely different reason, as "it is not possible to examine the establishment and development of a modern political system in Afghanistan in isolation from the context of normalizing relations between Afghanistan and Pakistan in their border regions, setting up the appropriate international mechanisms and so on".

Moscow rarely touches on the sensitive Durand Line question, that is, the controversial line that separates Afghanistan and Pakistan. Medvedev underscored that Russia remained an interested party, as there was a "need to ensure that these issues are resolved on a collective basis".

Second, Medvedev made it clear Moscow would resist US attempts to expand its military and political presence in the Central Asian and Caspian regions. He asserted, "This is a key region, a region in which diverse processes are taking place and in which Russia has crucially important work to do to coordinate our positions with our colleagues and help to find common solutions to the most complex problems."

Plainly put, Moscow will not allow a replay of the US's tactic after September 11, 2002, when it sought a military presence in Central Asia as a temporary measure and then coolly proceeded to put it on a long-term footing.

Karzai reaches out to Moscow

Interestingly, Medvedev's remarks coincide with reports that Washington is cutting Afghan President Hamid Karzai adrift and is planning to install a new "dream team" in Kabul.

Medvedev had written to Karzai offering military aid. Karzai apparently accepted the Russian offer, ignoring the US objection that in terms of secret US-Afghan agreements, Kabul needed Washington's prior consent for such dealings with third countries.

A statement from the Kremlin last Monday said Russia was "ready to provide broad assistance for an independent and democratic country [Afghanistan] that lives in a peaceful atmosphere with its neighbors. Cooperation in the defense sector ... will be effective for establishing peace in the region". It makes sense for Kabul to make military procurements from Russia since the Afghan armed forces use Soviet weaponry. But Washington doesn't want a Russian "presence" in Kabul.

Quite obviously, Moscow and Kabul have challenged the US's secret veto power over Afghanistan's external relations. Last Friday, Russian and Afghan diplomats met in Moscow and "pledged to continue developing Russian-Afghan cooperation in politics, trade and economics as well as in the humanitarian sphere". Significantly, they also "noted the importance of the Shanghai Cooperation Organization [SCO]" that is dominated by Russia and China.

SCO seeks Afghan role

Washington cannot openly censure Karzai from edging close to Russia (and China) since Afghanistan is notionally a sovereign country. Meanwhile, Moscow is intervening in Kabul's assertion of independence. Moscow has stepped up its efforts to hold an international conference on Afghanistan under the aegis of the SCO. The US doesn't want Karzai to legitimize a SCO role in the Afghan problem. Now a flashpoint arises.

A meeting of deputy foreign ministers from the SCO member countries (China, Kazakhstan, Kyrgyzstan, Russia, Tajikistan and Uzbekistan) met in Moscow on January 14. The Russian Foreign Ministry subsequently announced that a conference would take place in late March. The Russian initiative received a big boost with Iran and India's decision to participate in the conference.

New Delhi has welcomed an enhanced role for itself as a SCO observer and seeks "greater participation" in the organization's activities. In particular, New Delhi has "expressed interest in participating in the activities" of the SCO contact group on Afghanistan.

The big question is whether Karzai will seize these regional trends and respond to the SCO overture, which will enable Kabul to get out of Washington's stranglehold? To be sure, Washington is racing against time in bringing about a "regime change" in Kabul.

The point is, more and more countries in the region are finding it difficult to accept the US monopoly on conflict-resolution in Afghanistan. Washington will be hard-pressed to dissociate from the forthcoming SCO conference in March and, ideally, would have wished that Karzai also stayed away, despite it being a full-fledged regional initiative that includes all of Afghanistan's neighbors.

The SCO is sure to list Afghanistan as a major agenda item at its annual summit meeting scheduled to be held in August in Yekaterinburg, Russia. It seems Washington cannot stop the SCO in its tracks at this stage, except by genuinely broad-basing the search for an Afghan settlement and allowing regional powers with legitimate interests to fully participate.

The current US thinking, on the other hand, is to strike "grand bargains" with regional powers bilaterally and to keep them apart from collectively coordinating with each other on the basis of shared concerns. But the regional powers see through the US game plan for what it is - a smart move of divide-and-rule.

Moscow spurns selective engagement

No doubt, these diplomatic maneuverings also reveal the trust deficit in Russian-American relations. Moscow voices optimism that Obama will constructively address the problems that have accumulated in the US-Russia relationship. But Russia figured neither in Obama's inaugural address nor in the foreign policy document spelling out his agenda.

Last Tuesday, Russian Foreign Minister Sergei Lavrov summed up Moscow's minimal expectations: "I hope the controversial problems in our relations, such as missile defense, the expediency of NATO expansion ... will be resolved on the basis of pragmatism, without the ideological assessment the outgoing administration had ... We have noticed that ... Obama was willing to take a break on the issue of missile defense ... and to evaluate its effectiveness and cost efficiency."

But Russia is not among the new US administration's priorities. Besides, as the influential newspaper Nezavisimaya Gazeta noted last week, "A considerable number of [US] congressmen from both parties believe Russia needs a good talking-to." The current Russian priority will be to organize an early meeting between Lavrov and Secretary of State Hillary Clinton, and until such a meeting takes place, matters are on hold - including the vexed issue of the transit route for Afghanistan.

Thus, while talking to the media in Tashkent, Medvedev agreed in principle to grant permission to the US to use a transit route to Afghanistan via Russian territory, but at once qualified it saying, "This cooperation should be full-fledged and on an equal basis." He reminded Obama that the "surge" strategy in Afghanistan might not work. Evidently, Petraeus overlooked that the US's needless obduracy to keep the Hindu Kush as its exclusive geopolitical turf right in the middle of Asia has become a contentious issue. No matter the fine rhetoric, the Obama administration will find it difficult to sustain the myth that the Afghan war is all about fighting al-Qaeda and the Taliban to the finish.....
