The eleventh and final report of the International Independent Investigation Commission (IIIC), established by the United Nations to investigate intelligence and other related political assassinations and terrorist attacks in Lebanon, has been introduced to the Security Council.

As usual in this three-year investigation, the report is talking about some progress has been achieved in the investigation through the latest months. However, this report unveiled that there is new information reached by the Commission can lead to identify more individuals in the terrorist network responsible for Elie HOBEIKA's assassination. This is actually not a breakthrough or a precedent in this investigation as there was a series of identifying new individuals connected with this crime...since January 24th 2002, but this is a progress for now....

This late or, in fact, very late progress in this international investigation poses some serious questions about the slow process of investigation and achieving information by the Commission to reach conclusions. It is like an investigation in slow motion given the huge unprecedented international resources provided to this Commission in addition to also unprecedented international legal framework provided to this Commission by the Security Council binding resolutions under the seventh chapter of the charter of the United Nations.

Another serious question is posed about this series of discovered suspects that why they are not arrested or detained yet? Why, in this regard, there was not any application of the related provisions of the Security Council binding resolution 1636 ?

In addition, although this report is the final one of the IIIC, it neither concludes the investigation nor setting a time line for this conclusion. Then, this leads, in principle, to an endless investigation. Also in this regard, it was remarkable, the commissioner’s indication in this final report that the indictments or the charges sheets would not be ready soon after the Special Tribunal for Lebanon starts functioning in March 2009.

Hence, there are obviously many elements in the United Nations’ approach in general, and in the Commission’s approach in particular, are not understandable or conclusive posing some significant questions in this regard. Therefore, we still wait for justice, which needs to be assured by some required relevant actions.

Finally, we do not care about the various parties’ various considerations, especially political considerations. We only care about justice and achieving this justice in accordance with international law and Security Council resolutions, that denying this justice would have for sure serious consequences.

If the court tries and punishes the assassins responsible for killing the former Lebanese Minister and ex-parliamentarian, Mr. Elie HOBEIKA, and specifically their Damascus-based assassins, the whole region can become more respectful of the rule of law and assume a less cynical attitude toward democracy and good government. http://www.rnw.nl/internationaljustice/tribunals/Lebanon/

It's a big if, however. Powerful forces have a vested interest in assuring judicial impunity for the culprits in Elie Hobeika's killing. And management of the trial is in the hands of the United PNAC Nations – so don't bet on justice winning out.

On the other hand, Hariri's murder (his motorcade was attacked with 2,500 lbs. of explosives on Valentine's Day 2005) sparked the "Cedar Revolution" that led to the Sunni's debacle in Lebanon....in a reminiscent way to the debacle of the Maronites, after Bachir Gemayel's cowardly assassination, September 14th 1982, after decades of Maronite's rule...but left the nation's politics paralyzed ever since, split between pro-Western and pro-Resistance camps. The trial could tip the balance - and potentially even undermine the PNAC regime of CIA2/MOSSAD on the Potomac in DC, Langley and Herzliah....

The UN named an investigation team soon after the killings. Its first head investigator, tough German cop Detlev Mehlis, shocked the region by conducting the closest thing to a perp walk ever attempted by a UN official. Detlev MEHLIS will be remembered for ever by the Lebanese, as the most honest investigator/Judge with full integrity for decades to come, because he called like it is....

Mehlis wrote a report that implicated the innermost circles around Syrian President Bashar Assad in Hariri's assassination. In the report it released to the Security Council, the UN Secretariat redacted names like Assad's brother Maher and brother-in-law Assef Shawkat. But the full text was leaked to the public, and to this day it remains the most solid indictment of the Assad clan of the evil Mafia thugs, assassins and paid murderers, working on behalf of the PNAC KILLERS, CIA2/MOSSAD/DGSE.

From then on, Mehlis' successors submitted bland reports focused on such inane details as how many new fax machines were bought by the investigators' Beirut office. For months now, the UN has diligently set up an elaborate judicial structure in The Hague, where the cases will be opened March 1. With pretrial, trial and appellate judges from international circles and the Lebanese judicial system, all trial chambers are ready to go.

But such international judicial bodies lack key tools, like enforceable subpoena powers - so the court has no power to compel the top-tier suspects of the evil Mafia thugs, assassins and paid murderers, working on behalf of the PNAC KILLERS, CIA2/MOSSAD/DGSE. (and witnesses) to appear before it for equal justice for all murders in the Levant since 1982.

That toothlessness inevitably drags out these courts' proceedings. Serbia's Slobodan Milosevic spent five years in the custody of a similar tribunal, dying in 2006 before it could pronounce a verdict.

Lebanon's elections this spring may leave the pro-Resistance camp on top - making the new government enthusiastic about cooperation with the Western-style courts..... Assad, meanwhile, clearly sees the trial as a serious threat to his power and life. He's unlikely to extradite top allies or close family members if they are indicted in Hague as the Mehlis report had indicated. Since Mehlis' days, UN investigators have declined to name suspects. Indictments will be handed out only to members of the special tribunal, and will likely remain secret until open hearings begin. And the investigation's current head, Daniel Bellemare of Canada, seems to be promising not to indict only a few low-level goat, saying, "There will be no indictment of convenience."

The Assads have a habit of making themselves seem indispensable for any regional peace. If European governments (or, conceivably, the Obama administration) again see a need to protect the Syrian regime in the name of Mideast peace talks, they could starve the tribunal of financing, leaving it utterly impotent.....in order to protect as usual the evil Mafia thugs, assassins and paid murderers, working on behalf of the PNAC KILLERS, CIA2/MOSSAD/DGSE.

The West, in other words, may deem the need for the Damascus regime convenient for new murders of the infamous White House Murder Inc,- and so let it get away with murder.... as usual since 1982....
